Risk management skills are essential aids to the modern world for prioritisation of activities. In some sectors there is a proliferation of control measures, targets and other devices.

Unless a strategic overview is taken, there is a danger that bottom-up pressures for risk reduction will propel an organisation away from its main objectives, possibly increasing risk as well.
